Thresholds and penalties are set out in the Companies Act 2006 and the Companies (Directors' Report) and LLP (Energy and Carbon Report) Regulations 2018. The SECR thresholds did not change in the April 2025 company-size uplift, so a company now classed as medium-sized can still be in scope.

Why a specialist beats DIY or a generalist

Plenty of organisations try to build a net zero strategy in-house, or bolt it onto a generalist management consultancy. Both routes tend to produce plans that fail customer scrutiny or auditor review. Expert sustainability consultancy is different:

What a net zero strategy includes, step by step

You do not need to solve everything at once. Most organisations follow the same sequence on the journey to net zero:

  2. Target. Set science-based targets with a near-term milestone, not just a 2050 headline.
  3. Reduce. Improve energy efficiency, switch to renewable energy and electrify heat and vehicles where you can.
  4. Engage the supply chain. Because most emissions sit in scope 3, bring suppliers into the reduction strategy.
  5. Govern and report. Assign board ownership, fund the capex, and report progress against your baseline each year.

How net zero fits with SECR and ESOS

If you report under SECR, you already measure scope 1 and 2 emissions and an intensity ratio. A net zero strategy turns that annual disclosure into action: a target, a pathway and the carbon reduction steps that lower emissions year on year. Your SECR reporting then tracks progress against the net zero target.

SECR applies to large companies that meet two of three thresholds: more than £36m turnover, more than £18m balance sheet total, or more than 250 employees. The April 2025 company-size uplift raised the general "large" thresholds, but the SECR thresholds did not move — so some companies now classed as "medium" are still in SECR scope. ESOS is separate, with its own qualification test (250 or more staff, or annual turnover above £44m and a balance sheet above £38m). A net zero strategy ties both regimes into a single decarbonisation plan rather than two disconnected compliance exercises.

Scope 3 is in the boundary

For most UK organisations, scope 3 is the majority of greenhouse gas emissions, and SBTi requires it in your target boundary where it is material. A credible net zero roadmap has to address your supply chain and value chain, not just your own sites — a strategy that ignores scope 3 will not survive customer scrutiny.
